F37-TS: Yes

Rationale

Explicitly select router-local AQM on the routed IP transport carrying the outer WireGuard UDP traffic or the DERP connection. A router observes its own queue pressure and performs congestion-dependent dropping at the affected segment under RFC 7567. This controls a localized transport queue without requiring Tailscale to expose the bottleneck location.

Assessment method

Primary Tailscale documentation and explicitly selected IP policy review

Source context

Tailscale grants and IETF transport policy architecture

Outstanding qualification

Optional underlay mechanism, not a WireGuard congestion controller or universal public-network deployment. Direct and relayed paths can use it. It does not guarantee inner-flow fairness, responsive UDP senders, delivery or recovery of bandwidth already consumed upstream.
