F37-TO: Yes

Rationale

Explicitly select router-local active queue management in the IPv4 transport carrying Tor TCP/TLS links. RFC 7567 describes congestion-dependent dropping based on the affected router queue. The controller acts at that segment; the onion-service application need not learn its location.

Assessment method

Primary Tor specification and explicitly selected IP policy review

Source context

Tor Specifications and RFC 7567

Outstanding qualification

Optional IP-layer architectural witness, not proof that every Tor relay path deploys AQM. Ordinary TCP loss or circuit SENDME alone is not credited as localization. Local queue control does not restore consumed upstream capacity or guarantee delivery.
