F37-RA: Yes
Rationale
RINA specifies per-layer congestion control, including controllers over aggregates at lower layers. The controlled region is the DIF rather than necessarily the full final-endpoint path. No measured speedup is inferred. Reassessment under the revised F37: per-layer feedback and traffic adjustment target the affected DIF region, so this existing Yes is retained; exact physical-hop identification is not required.
Assessment method
Primary evidence for the selected composition; identify mechanism, scope and implementation limits
Source context
RINA project architectural documentation
Outstanding qualification
Documentary architectural credit for the declared RINA composition. IRATI is a reference implementation, but no release, policy configuration, executable integration or performance result is qualified here. Detailed linked QoS/congestion pages could not be fetched; the retrieved project overview states the credited mechanisms. Other RINA capabilities remain separately assessed.
