F37-NS: Yes

Rationale

Explicitly select router-local AQM in the IPv4 transport carrying the WebSocket connections. Under RFC 7567, the router observes its own queue pressure and applies congestion-dependent dropping at that segment. This is localized control even though the Nostr application does not learn which router acted.

Assessment method

Primary protocol review with explicit native IP policy selection

Source context

NIP-01 and IETF transport service architecture

Outstanding qualification

Optional IP-layer architectural witness, not a NIP-01 feature or a claim that every public relay path deploys AQM. It controls the local queue; it does not recover upstream capacity or guarantee delivery. Ordinary end-to-end TCP loss alone is not the qualifying mechanism.
