F37-IP: Yes

Rationale

Select router-local active queue management under RFC 7567, using congestion-dependent dropping for non-ECN traffic. The router observes pressure at its own queue and adjusts admission/forwarded traffic there. This is local action at the affected segment, not an assertion that an endpoint learns its location from a generic loss or ECN signal.

Assessment method

Primary specification and implementation documentation review; no runtime experiment

Source context

RFC 1633, RFC 7567, RFC 2475 or IRATI Ethernet tutorial, as linked

Outstanding qualification

Optional router AQM explicitly selected as an architectural witness. Dropping contains local queue pressure but does not force an unresponsive source to reduce its offered load, recover consumed upstream bandwidth or guarantee delivery. No application TCP or ECN feedback loop is added; no runtime test.
