F37-GN: Yes
Rationale
GNUnet 0.20 CORE try_transmission checks the encrypted message queue for a specific neighbour and stops feeding it at MAX_ENCRYPTED_MESSAGE_QUEUE_SIZE (4). GSC_NEIGHBOURS_get_queue_length reads that neighbour message queue, rather than a generic end-to-end loss signal. Transport quota tracking delays further sends, and readiness/excess-bandwidth callbacks invoke GSC_SESSIONS_solicit for the affected peer. At an overlay relay this is local congestion response for an identified outgoing segment, also controlling forwarding traffic.
Assessment method
Selected-version source path and documentary plausibility
Source context
GNUnet 0.20.0 CORE, legacy TRANSPORT and proportional ATS
Outstanding qualification
Architectural/source Yes for local queue saturation and backpressure in the selected CORE/legacy TRANSPORT path. It does not locate hidden IP-underlay bottlenecks, report a complete congested trajectory to the endpoint, prove fair or lossless behavior, or establish a measured response time. The quota announced by a remote neighbour is not the witness: IGNORE_INBOUND_QUOTA is enabled in this version. The queue observation plus associated feeding control, not static rate shaping alone, qualifies.
