F36-TO: No
Rationale
The selected Tor application interface requests a destination connection, with stream isolation and onion-service error reporting. It does not convey application capacity, delay or reliability requirements into network resource reservation and flow admission. Circuit creation and SENDME flow control establish and regulate communication, rather than accepting an application service-quality contract.
Assessment method
Primary Tor specification and explicitly selected IP policy review
Source context
Tor Specifications and RFC 7567
Outstanding qualification
Operator bandwidth limits and local priority are separate from application-requested QoS. Neither optional Conflux linking nor the selected IP AQM adds a reservation interface; no RSVP/IntServ extension is selected.
