Rationale
Reticulum 1.5.5 Link establishment carries public keys and MTU/mode signalling, not an application capacity or delay request admitted against transit resources. Link.request timeouts and Resource transfer control govern endpoint exchanges; they do not allocate service along the serial transport path.
