F36-NS: No

Rationale

NIP-01 exchanges events, subscriptions and relay responses; it supplies no application QoS request mapped into network flow admission and reserved resources. The selected TCP/IP service and the AQM/DiffServ witnesses do not add that exchange. Subscription limits, relay acceptance and reliable TCP delivery do not establish an application-requested capacity or delay service.

Assessment method

Primary protocol review with explicit native IP policy selection

Source context

NIP-01 and IETF transport service architecture

Outstanding qualification

No RSVP/IntServ or additional Nostr extension is selected. This verdict concerns admission/allocation from application requirements, not whether the operator can prioritize transport traffic.
