F36-MQ: No
Rationale
Multipath-21 establishes and manages paths and permits per-path loss/congestion control. Application packet scheduling is not specified by the draft, and the selected composition has no application QoS request mapped to network admission and reservation. QUIC receive credit and stream reliability do not supply that service contract.
Assessment method
Primary QUIC/libp2p documentation and explicit IP policy selection
Source context
libp2p resource management, multipath-21 and IETF transport policies
Outstanding qualification
Selected composition only. Local resource accounting, scheduling preferences and operator DiffServ provisioning are distinct from F36. No additional reservation protocol or QoS wrapper is selected.
