F36-LP: No
Rationale
The libp2p resource manager admits local resource usage against configured limits. Its scoped memory, stream and connection budgets do not negotiate network capacity, delay or reliability requirements with transport resource owners. QUIC receive credit and stream reliability do not supply that service contract.
Assessment method
Primary QUIC/libp2p documentation and explicit IP policy selection
Source context
libp2p resource management, multipath-21 and IETF transport policies
Outstanding qualification
Selected composition only. Local resource accounting, scheduling preferences and operator DiffServ provisioning are distinct from F36. No additional reservation protocol or QoS wrapper is selected.
