F36-I2: No
Rationale
The ECIES tunnel specification defines router-level bandwidth requests and admission, but explicitly leaves application bandwidth requirements without an I2CP/SAM option. I2CP GetBandwidthLimits reads limits rather than requesting a network allocation. The selected composition therefore lacks the application-to-network service request required by F36.
Assessment method
Primary client-interface and reservation architecture review
Source context
I2P ECIES/I2CP specifications; COLIBRI CoNEXT 2021
Outstanding qualification
Scoped to the documented client interface. This does not deny tunnel-level negotiation or rest on absence of an implementation. The proposal status note is historical; later implementation work does not by itself supply an application request interface.
