F36-GN: Yes
Rationale
GNUnet 0.20 ATS accepts higher-service bandwidth preferences through GNUNET_ATS_performance_change_preference. Its selected proportional allocator checks available network quotas before admitting an address and distributes remaining bandwidth according to application preferences. ATS communicates allocations to TRANSPORT. This supplies a request-to-resource-allocation path rather than only packet priority marking.
Assessment method
Documentary plausibility with selected-version source corroboration
Source context
BPv7; CCSDS SABR 734.3-B-1; ION selected pin; GNUnet 0.20 ATS
Outstanding qualification
Yes is scoped to local ATS-managed peer transport allocation, including a directly connected CADET peer in the selected UDP/CORE composition. It does not establish end-to-end reservation across arbitrary CADET relays, strict bandwidth/latency guarantees or channel-by-channel isolation. Preferences share administrator quotas and can be only partly satisfied; insufficient quota can prevent activation. Proportional bandwidth allocation, not every latency optimization of other ATS plugins, is credited. Source inspection, not a new runtime measurement. The separate application-suggest API is not used as the legacy proportional-path witness.
