Rationale
The selected packet tunnel does not provide reliable item transfer adapted to prolonged interruption. Handshake retries eventually stop and discard staged packets rather than suspending recovery for a later contact.

Outstanding qualification
DERP TCP reliability is limited to live relay connections. Ordinary application TCP, if added, would not establish delay-tolerant transfer recovery by itself.
