F33-TO: No
Rationale
Tor tears down a circuit on an unrecoverable error, including loss of its carrying OR connection. DESTROY releases circuit resources and closes associated edge connections. The selected stack does not preserve that transfer through a contact-loss suspension and resume it on the restored circuit.
Assessment method
Primary specification and pinned-source assessment; no runtime experiment
Source context
GNUnet 0.20.0 service/transport code and Tor circuit specification
Outstanding qualification
TCP retransmission can bridge ordinary outages while a connection survives. Building a replacement circuit or retrying an application transaction is not transparent recovery of the interrupted transfer. This verdict does not claim every brief outage destroys a circuit, and no application-level resumable-transfer protocol is selected.
