Rationale
Reticulum adapts Resource windows and retries to measured link behavior, but retry exhaustion cancels the transfer. Resource.ensure_link aborts when the link is not active, and the Link watchdog tears down stale links. No selected mechanism suspends recovery through a prolonged loss of contact and resumes the retained transfer after contact returns.

Outstanding qualification
Slow-link adaptation, bounded retransmission and cached receipt recovery remain real capabilities. They do not establish the interruption adaptation required by F33. No unlimited-delay requirement is introduced, and this is not a measured reliability failure. Application-level reconnect/restart procedures are not selected.
