F33-RA: No
Rationale
The selected default DTP/DTCP policies use retransmission limits and inactivity timers. The sender inactivity handler flushes retransmission and closed-window queues; the receiver handler resets receive state. This provides transport recovery within its configured bounds, not contact-aware suspension and resumption of reliable transfer across prolonged interruptions.
Assessment method
Primary independent report or pinned recovery-policy source inspection; no local execution
Source context
IRATI default DTP recovery policy and configuration
Outstanding qualification
No for the selected policies. Enlarging lifetimes or retry timeouts alone does not meet F33. Other RINA policies may implement different recovery semantics; no general architectural impossibility is claimed. Source inspection only, not an outage experiment.
