F33-MQ: No
Rationale
Multipath-21 sections 5.4 and 5.6-5.9 support per-path delay estimates, retransmission on another available path and ordinary QUIC loss detection. Connection idle expiry still applies across all paths. This supplies alternate-path recovery, but no specified suspension/resumption of reliable-transfer recovery across a prolonged absence of all transfer opportunities.
Assessment method
Primary specification analysis; no new runtime test
Source context
Primary specifications; selected-composition documentary assessment
Outstanding qualification
The satellite/terrestrial RTT example and alternate-path retransmissions are explicitly acknowledged. They do not meet the interruption part of F33 merely by accommodating different delays. This No is limited to the selected historical multipath-21 composition; it does not deny multipath continuity while another path remains available, nor assess later extensions. No runtime failure is claimed.
