F33-LP: No
Rationale
The selected libp2p QUIC transport uses ordinary QUIC reliable streams. RFC 9002 sections 5 and 6.2 define RTT estimation and exponentially backed-off probe timers. They do not define recovery suspension tied to the loss of a transfer opportunity. The libp2p QUIC specification adds peer authentication and addressing, not a contact-aware recovery protocol.
Assessment method
Primary specification analysis; no new runtime test
Source context
Primary specifications; selected-composition documentary assessment
Outstanding qualification
No under F33 as defined, not a claim that QUIC cannot operate over a high-RTT link or survive any outage. RFC 9000 section 10.1 permits idle-timeout configuration; increasing or disabling that timeout is not itself the required interruption adaptation. No application-level durable-transfer extension is selected.
