F33-LI: No
Rationale
The selected LISP composition carries application UDP in inner IPv4 and LISP/UDP encapsulation. RFC 9300 provides mapping-based forwarding and locator reachability; it does not supply reliable payload transfer. RFC 9301 control-message recovery maintains mappings, rather than retransmitting lost application datagrams.
Assessment method
Primary RFC and pinned implementation assessment; no runtime experiment
Source context
Selected-composition mechanisms and interface evidence
Outstanding qualification
No contact-adapted payload acknowledgment/retransmission layer is selected. Buffering a packet during a map lookup, RLOC probing, echo-nonce reachability and switching locators do not provide that service. This does not deny that a separately selected reliable or disruption-tolerant application could run over LISP.
