F33-IL: No

Rationale

The selected ILNPv6/TCP composition changes transport identity binding and checksum inputs (RFC 6741 section 4), and updates locators while preserving endpoint identifiers. Its reliable-transfer layer remains TCP: RFC 6298 section 5 retransmits on RTO expiry and doubles the timer. No selected mechanism converts lost contact opportunities into suspended recovery timers or equivalent contact-aware resumption.

Assessment method

Primary specification analysis; no new runtime test

Source context

Primary specifications; selected-composition documentary assessment

Outstanding qualification

RFC 6741 section 5.2 retains aged locator entries for active sessions; that preserves location state, not a suspended TCP recovery budget. Mobility continuity with overlapping attachments remains credited separately. No claim that all outages terminate TCP, or that TCP cannot accommodate long RTTs; the specific F33 adaptation is absent from this declared composition.
