Rationale
The selected CCNx 1.0 semantics provide Interest lifetimes, Interest Returns and Content Object matching over UDP. They do not define a reliable transfer recovery procedure adapted to prolonged loss of contact.

Outstanding qualification
RFC 8569 InterestLifetime and Interest Return behavior can support application retry decisions, but no contact-aware recovery extension is selected. Content caching and ordinary timeout/reissue behavior do not suffice for F33. This preserves the separate content retrieval, verification and reuse positives.
