F31-RT: No

Rationale

The selected Resource mechanism retains parts for its chosen link transfer and recovery. Its explicit cache request retrieves a receipt proof for that transfer; it does not expose the retained content as a reusable object to another requester.

Assessment method

Primary specification and pinned-source assessment; no runtime experiment

Source context

Selected-composition documentary boundary; no added application service

Outstanding qualification

The receipt cache is acknowledged rather than treated as absent. Resource payload encryption and requests are link-bound; a node running a new content-serving application could redistribute data, but that is not selected. No LXMF propagation service is imported. This judgment is not a claim that all Reticulum caching is impossible.
