F31-PN: Yes

Rationale

PRP custody belongs to E2E and multicast channels, with negotiated responsibility and the applicable channel authorization. The F31 architectural witness is the previously author-confirmed reuse within authorized multicast delivery: an intermediary can use its retained unit for additional authorized consumers or branches without reacquiring that unit from the origin. This is not a public object-custody service. E2E retention for its original recipient alone remains the separate F11/F18 capability and does not independently establish F31.

Assessment method

Architectural scope reconciliation; no runtime test

Source context

Author clarification: E2E/multicast channel custody; pinned custody amendments; earlier authorized-reuse witness

Outstanding qualification

Author clarification in round467 narrows the earlier wording: there is no public CDN-style object custody. Retained units are not made available to arbitrary requesters, and knowing or announcing an ALIAS grants no access to them. Custody does not confer reading keys, authority to admit listeners or permission to move payload into an unrelated channel. F31 does not require public access; its Yes is limited to the previously confirmed authorized multicast reuse, not every custody operation or all E2E channels. The pinned amendments in round466 specify custody policy, acceptance and delivery scope; exact later-request matching, negotiation procedures, release conditions and formats remain unqualified. No implementation or interoperability claim is added.
