F31-CG: No
Rationale
The selected BP forwarding store retains a bundle for delivery to its designated endpoint and removes retention constraints as processing completes. It supplies no content-cache request/response service for another requester.
Assessment method
Primary specification and pinned-source assessment; no runtime experiment
Source context
Selected-composition documentary boundary; no added application service
Outstanding qualification
Forwarding copies, fragmentation buffers and retry storage remain supported. They do not by themselves match a later content request and serve it from a reusable object. This profile explicitly selects singleton destinations and no shared-reference directory. The selected pairwise security policies do not grant arbitrary new consumers access; confidentiality alone is not the reason for No. A separately selected cache-serving application or authorized multicast-reuse convention would require a fresh assessment.
