Rationale
The selected application API requests a remote application and QoS. Its optional DIF argument is advisory and may be ignored. Link-state forwarding is selected by the IPC machinery; the application interface supplies no enforceable inclusion or exclusion of intermediate nodes or domains. Choosing a local access in the mobility manager is insufficient for F28.

No for the selected endpoint service. Administrator-installed routing policies are not an exposed per-communication endpoint path-selection contract. Another policy or API could add such control; no impossibility claim about RINA as a framework.
