F28-PN: Yes
Rationale
The participant requests a route decision toward an exact authenticated member identity through an intermediary; accepted scoped authority carries a recursive HS2 attempt whose target identity the requester must verify. This permits participant-selected PRP-level legs beyond merely choosing a local access interface. Member Route Intent sections 2, 4, 6 and 8 supply the architectural mechanism.
Assessment method
Primary specification analysis; architectural capability, no runtime test
Source context
Pinned primary specification; selected-composition architectural assessment
Outstanding qualification
Architectural capability, not generally interoperable activation: ROUTE-001 still gates reciprocal generation coordination, deferred-result convergence and alias lifetime. Each leg requires reciprocal intent and local admission. No claim of controlling hidden IP-underlay hops, arbitrary noncooperating nodes or operational TPA wire admission. The older TPA text candidate is not used as an admitted wire source.
