F28-NS: Yes

Rationale

At the event-delivery layer, a Nostr publisher chooses the relay WebSocket endpoints to which it sends EVENT messages. Those relays receive and serve the event to subscribing readers. The selected two-relay publication therefore gives the sender explicit choice of application intermediaries between the author and readers; this meets the intermediary-selection branch of F28.

Assessment method

Primary documentary assessment; no runtime test

Source context

Pinned primary specifications; selected-composition inference

Outstanding qualification

Granularity is the relay service, not its IP routers or a complete enforced reader path. A selected relay can reject publication, readers must reach a relay holding the event, and recipients can redistribute it elsewhere. Choice controls the publisher-initiated delivery, not all later copies. No NIP-65 discovery, hidden-hop visibility or sovereign control of the underlay is inferred.
