F28-MQ: No
Rationale
The selected multipath-21 extension establishes and validates transport paths using endpoint addresses and path IDs, then schedules packets over them. Its sections 3.1 and 5.2 also allow multiple path IDs on the same address/port tuple. It supplies no mechanism selecting or enforcing an intermediate node, domain or segment beyond the endpoint/access choices excluded by F28.
Assessment method
Primary documentary assessment; no runtime test
Source context
Pinned primary specifications; selected-composition inference
Outstanding qualification
This preserves explicit transport-path scheduling and simultaneous transmission capabilities. A path ID is not an intermediate-router itinerary. Differentiated-service markings in section 5.2 do not specify an intermediary constraint. No source-routing, SCION or relay overlay is added to this selected composition; later extensions are not assessed.
