F28-LP: No
Rationale
The selected libp2p composition uses direct IPv4/UDP/QUIC connections to known peers. QUIC path migration changes endpoint network attachment and validates reachability; it does not select intermediate routers. No relay circuit or other endpoint-selected intermediary service is included in the composition.
Assessment method
Primary specification and pinned code review; no runtime experiment
Source context
QUIC migration, libp2p Circuit Relay and cjdns route labels
Outstanding qualification
This is not a project-wide absence claim. Circuit Relay v2 lets an initiator connect through a named relay using a circuit multiaddress, with reservation and relay policy dependencies. That is a concrete candidate for a separately selected path-control witness, but it changes the direct transport composition and requires its security/multiplexing binding to be documented. Merely supporting multiaddresses or migration does not import that relay service into the current verdict.
