F28-IL: Yes

Rationale

RFC 6740 sections 3.2 and 5.1 expose host policy for locator selection. Its single-interface example lets the endpoint insert a source locator associated with an upstream provider; the site border router can use that locator to select the egress link. This provides provider-segment choice beyond selecting a local interface.

Source context

RFC 6740 and RFC 8046 architectural review

Outstanding qualification

Bounded witness: distinct provider locators advertised on one interface and a border-router policy mapping each source locator to its corresponding provider link. Other border policies can override this choice; the capability is conditional on that explicit configuration. No arbitrary transit-node selection or cryptographic path enforcement is claimed. Withdrawal requires locator/cache updates and may disrupt traffic; uninterrupted failover is not established. This is native ILNP host control, not multipath TCP, and does not alter the separate mobility witness or qualify an executable implementation.
