F28-CG: No

Rationale

SABR computes candidate routes from contact plans and selects neighboring nodes for forwarding. This gives the routing agent trajectory knowledge and schedule-aware choices, but the selected BP application interface does not expose those routes for sender selection or encode an enforced endpoint-selected intermediary constraint.

Assessment method

Primary specification and pinned code review; no runtime experiment

Source context

BP endpoint service, SABR route computation and LTP engine service

Outstanding qualification

F32 remains Yes for route planning. Supplying a contact plan administratively is distinct from an endpoint selecting a path for its communication. The selected composition adds no route-choice API or source-route extension binding later forwarders to that choice. Local routing policy and rerouting after contact failure remain possible; no general claim that CGR cannot support an additional endpoint-control interface is made.
