F27-TO: No
Rationale
The selected Tor onion-service composition does not define an agreement on temporal receive windows and intervening inactivity. SENDME and XON/XOFF control traffic according to acknowledgments and buffer pressure; circuit-padding negotiation starts or stops a padding machine.
Assessment method
Primary documentary assessment; no new runtime test
Source context
Primary protocol documentation; selected-composition assessment
Outstanding qualification
These are real peer-control mechanisms, but neither buffer-driven stream suspension nor padding-machine acceptance schedules receiver availability. Conflux circuit switching/resumption is separately credited and does not add a receive-window contract. No new runtime test; additional application scheduling is outside the selected profile.
