F27-RT: No
Rationale
Reticulum 1.5.5 Link uses RTT-derived keepalive and stale timers. Its watchdog sends liveness traffic and closes a stale link. Resource flow windows control outstanding parts, not negotiated periods when a receiver is available.
Assessment method
Primary specification and pinned-source assessment; no runtime experiment
Source context
Selected-composition documentary boundary; no added application service
Outstanding qualification
No temporal receive-window offer/acceptance is defined by the selected Link/serial composition. Local watchdog sleep, rate adaptation and buffering do not qualify. No LXMF or custom application scheduling is selected; this does not deny operation on slow links or ordinary temporary inactivity.
