F27-MQ: No
Rationale
QUIC negotiates an idle timeout, not recurring availability windows. In the selected multipath-21 draft, PATH_STATUS_AVAILABLE and PATH_STATUS_BACKUP express path-use preferences that the sender need not follow; backup paths may carry traffic when alternatives fail. These mechanisms do not establish agreed receive windows or mandatory silence between them.
Assessment method
Primary normative source and selected adjacency-policy analysis; no execution
Source context
Primary selected protocol specifications; temporal agreement versus timer/path preference
Outstanding qualification
No is limited to RFC 9000 plus the selected multipath-21 composition. It does not cover added energy-aware extensions or application scheduling. Idle-timeout deferral, PING, local packet scheduling and path migration retain their distinct benefits.
