Rationale

The selected NTCP2/tunnel composition does not specify an agreement on receiver availability windows. NTCP2 Options describe padding ratios, dummy-traffic rates and requested or maximum inserted message delay; these shape traffic rather than announce periods when a receiver is available.

Outstanding qualification

The Options text also retains format/negotiation TBD notes; the No does not depend solely on that maturity issue. Even the described parameters do not establish receive intervals and agreed inactivity. Tunnel expiry, replacement and transport reconnection remain distinct. No additional application scheduling protocol is selected.
