F27-GN: No
Rationale
GNUnet 0.20.0 CADET uses message-window backpressure and receive_done readiness. The selected legacy UDP transport also communicates a desired inter-message flow-control delay in its ACK. Neither specifies an agreed interval of receiver availability with inactive periods between windows.
Assessment method
Primary specification and pinned-source assessment; no runtime experiment
Source context
GNUnet 0.20.0 service/transport code and Tor circuit specification
Outstanding qualification
The UDP delay field is explicitly credited as peer feedback, not dismissed as a purely local timer. It paces messages; it does not negotiate opening/closing times or an availability schedule. CADET channel setup and the selected transport do not add such an agreement. This is a judgment about the selected 0.20.0 composition, not all GNUnet releases or custom applications.
