F27-BP: No

Rationale

BPv7 retains bundles across disrupted connectivity. TCPCLv4 describes persistent, ephemeral and periodic polling policies, negotiates connection parameters and permits session termination. These mechanisms do not specify an agreement on temporal receiver availability windows. Idle termination ends a session rather than agreeing its next communication window.

Assessment method

Primary specification analysis; no runtime experiment

Source context

Primary protocol definitions; bounded selected-composition inference

Outstanding qualification

RFC 9174 sections 3.5, 4.3 and 6, with RFC 9171. Periodic polling and externally arranged policies remain possible; the selected profile has no temporal-agreement extension. This No does not negate DTN retention or planned contacts.
