F27-BL: No

Rationale

Babel exchanges routing information for the selected IPv6 data plane. Hello/update intervals and neighbor-expiry timers govern routing maintenance; they do not negotiate receiver availability windows that constrain user-data transmission.

Assessment method

Primary normative source and selected adjacency-policy analysis; no execution

Source context

Primary selected protocol specifications; temporal agreement versus timer/path preference

Outstanding qualification

No applies to IPv6/Babel without an added MAC scheduling or application agreement. Locally configured timers and planned device shutdown do not supply the missing bilateral temporal agreement.
