F26-MQ: No

Rationale

QUIC address validation, TLS policy and stream limits act at the transport endpoints in this selected multipath composition. They do not authorize transit forwarding at intervening IP routers. Selecting two validated paths does not install authorization gates along those paths.

Assessment method

Primary source admission ordering and selected-role comparison; no execution

Source context

RFC 9000 endpoint address validation and flow control; selected multipath composition

Outstanding qualification

No applies to the selected endpoint transport, without adding an admission-controlled forwarding overlay. F15-MQ remains Yes for its native setup/state protection. Retry anti-amplification limits endpoint responses; it does not prevent unsolicited inbound packets from consuming upstream network capacity.
