F26-IL: No
Rationale
ILNPv6 retains locator-based IPv6 forwarding. The Nonce Destination Option protects endpoint session control against off-path interference; it does not install permission checks at intervening routers before onward transmission.
Assessment method
Primary normative source and selected adjacency-policy analysis; no execution
Source context
Primary RFC and selected profile; forwarding versus control/endpoint boundary
Outstanding qualification
No applies to the selected ILNPv6/TCP composition without IPsec or additional admission infrastructure. Endpoint rejection occurs after upstream links have carried the packet; mobility and session protection remain separate benefits.
