F26-BP: Yes

Rationale

The selected TCPCLv4 composition uses TLS 1.3, participant-operated trust and NODE-ID validation. RFC 9174 sections 4.4.3–4.4.5 require certificate exchange, rejection of invalid or locally disallowed credentials, and node authentication before session negotiation. This adjacent-node admission prevents unaccepted peers from supplying bundles for subsequent DTN forwarding.

Assessment method

Primary normative source and selected adjacency-policy analysis; no execution

Source context

RFC 9174 sections 4.4.3, 4.4.4.1, 4.4.4.3 and 4.4.5; existing selected profile

Outstanding qualification

Requires the selected mandatory TLS and authenticated-node policy at each receiving transit boundary; opportunistic or unauthenticated TCPCL is not credited. Protection applies to onward bundle transfers, not IP links already traversed, TLS setup costs or flooding by admitted neighbors. Final-origin BPSec authorization is separate. This is documentary architectural plausibility; no full-stack integration or bandwidth test is added.
