F25-IP: Yes
Archived previous-definition assessment — revision 5.73. Retired in 5.82; excluded from the active matrix and counts. This historical verdict is not a current assessment.
Historical wake-traffic inventory (cutoff retired)
Rationale
Constructive IPv4/Ethernet witness: retained static numeric addressing and route, expired ARP cache, no options, no session or added transport. A successful ARP request/reply costs 2 x 84 byte-times including minimum-frame padding, preamble and inter-frame gap. Two datagrams each carrying 256 useful bytes cost 2 x (256 + 20 + 38). Total 796, below 65,536. This even allows 256 useful bytes in each direction. Cold neighbor acquisition and recurring wake use the same exchange.
Assessment method
Constructive plausibility bound; no runtime measurement
Source context
Approved endpoint budget and documentary wire-size accounting
Outstanding qualification
A static IPv4 witness within the existing IPv4-or-IPv6 column; not a bound for all configurations. No DHCP, DNS, TLS or endpoint BGP is selected. It supplies no cryptographic peer authentication. No runtime capture was performed.
