F25-HP: Yes
Archived previous-definition assessment — revision 5.73. Retired in 5.82; excluded from the active matrix and counts. This historical verdict is not a current assessment.
Historical wake-traffic inventory (cutoff retired)
Rationale
After discarding old HIP/ESP associations, a configured endpoint performs a fresh I1/R1/I2/R2 exchange with the known numeric peer and pinned P-256 identity. Parameter inventories, including puzzles, ECDH, identity, MAC/signature and ESP negotiation, fit four conservative 1,024-byte on-link envelopes. Allow two ESP-protected UDP messages of 256 useful bytes each at 512 byte-times apiece and a fresh ARP request/reply at 168 byte-times. Total at most 5,288, below 65,536; no live-session or ticket reuse is assumed.
Assessment method
Constructive documentary byte bound
Source context
HIPv2/ESP formats and complete endpoint accounting
Outstanding qualification
Known reachable peer/locator, bounded negotiation lists, no optional echoes or domain identifier; optional encrypted HOST_ID fits the inventory reserve. All required selected suites and ESP fields are counted. No DNS, rendezvous, NAT traversal, mobility UPDATE, loss/retry or certificate exchange is needed in this stationary wake-up witness. Puzzle difficulty permits completion before retransmission timers; CPU/energy and hostile-peer behavior are outside this byte criterion. No runtime or integration qualification.
