F24-I2: No

Rationale

I2P tunnel pools replace expiring tunnels and forward messages through available paths. Tunnel lifetime, anticipatory rebuilding and message throttling regulate tunnel availability and load, not a sleeping receiver schedule. The selected NTCP2/IP composition provides no coordinated wake-time delivery service.

Assessment method

Primary specification and pinned code review; no runtime experiment

Source context

Tor flow control, I2P tunnel operation and GNUnet CADET

Outstanding qualification

Buffering, retransmission and rebuilding after interruption do not by themselves tell a sender when the receiver will listen. The tunnel document identifies its implementation baseline as 0.9.41; the verdict is scoped to the selected composition and documented tunnel contract, not every I2P application or future extension. No additional scheduled access or sleep-aware custodian is selected.
