F24-HP: No
Rationale
The selected HIP/ESP mobility mechanisms negotiate associations and update reachable locators. Locator lifetimes and address verification do not coordinate a receiver wake schedule or require transmission during its listening windows. ESP provides protected packet delivery without a scheduled custodian.
Assessment method
Primary documentary review and bounded selected-composition inference; no execution
Source context
HIP, ILNP, Babel and SCION specifications
Outstanding qualification
The selected IP/UDP host-to-host composition includes no timed access service or application wake scheduler. Preserving identity and association state while idle is distinct from arranging reception during sleep cycles. A separately supplied power-saving access mechanism could change the composition.
