F24-BL: No
Rationale
Babel Hello and Update intervals govern routing messages, neighbor assessment and route expiry. They do not arrange delivery of application datagrams at a sleeping endpoint's listening opportunities. The selected IPv6/ICMPv6 service supplies no coordinating buffer or wake schedule.
Assessment method
Primary documentary review and bounded selected-composition inference; no execution
Source context
HIP, ILNP, Babel and SCION specifications
Outstanding qualification
This is a result for the declared routed composition, not a denial that a Babel network can use an independently scheduled radio link. Longer control intervals and retained routes alone do not satisfy coordinated reception. No such link service is selected here.
