F23-SC: No

Rationale

The previous Yes moved an entire authorized AS and its control services with the endpoint. That grants infrastructure administration rather than ordinary endpoint mobility and is excluded. In the selected SCION/UDP composition, moving a host into another AS changes its ISD-AS/host endpoint tuple. Selecting a different path to the same AS does not provide relocation of that host identity. SCION leaves intra-AS routing outside its scope, and the selected underlay does not add a host-mobility mechanism. This No is for the declared composition, not a claim that SCION cannot carry a separate mobility-capable transport.

Assessment method

Corrected endpoint-role criterion; primary specification review
