F23-RI: Yes
Rationale
A bounded same-subnet leaf move can preserve the selected communication: RFC 6550 Appendix A.4 permits a subnet-wide prefix, section 16.2 permits leaf DAO signaling, and section 9.7 reports changed parent sets to the root for downward source-route reconstruction. RFC 6775 section 5.5 registers an existing address with a newly discovered router. Retaining that address, UDP ports, pairwise credential and live DTLS association avoids a new peer relationship or application reconstruction.
Assessment method
Bounded documentary composition and source-path analysis; no runtime execution
Source context
Primary RPL/6LoWPAN RFCs and pinned Athena source
Outstanding qualification
Documentary composition, not an executed handover. Limit this witness to an admitted leaf physically moving between reachable parents in the same non-storing RPL DODAG, prefix and radio access domain. Enable updated DAO emission on parent change and complete neighbor registration; retain identity, interface/address and DTLS state through the interruption. The leaf advertises its own reachability, not an infrastructure prefix or AS. No changed-prefix or inter-domain move, lossless timing, arbitrary-speed mobility or new attachment implementation is qualified. CID is unnecessary for this unchanged locator/port witness; F08 retains its separately qualified changed-path mechanism.
