F23-LP: Yes

Rationale

The selected libp2p transport uses QUIC with TLS peer authentication. QUIC client migration can preserve the authenticated connection and its streams across a client access/address change, retaining the libp2p peer relationship. Credit is architectural and conditional on migration support, nonzero usable connection IDs, retained connection state and peer permission, as for the separate QUIC column. It is not evidence that every libp2p implementation enables migration. Reconnecting, DCUtR connection replacement and transferring streams to a new connection are distinct and are not credited here.

Assessment method

Selected transport composition and primary specifications; no execution

Source context

libp2p QUIC transport and RFC 9000 migration

Outstanding qualification

Pin a libp2p QUIC implementation and check whether active migration is enabled and exposed. Move the initiating peer between access networks during an existing stream; verify the same connection/peer binding without stream recreation. Test disabled migration and timeout. No execution performed.
